Law Director

Zach G. Ferrall serves as the elected Law Director of the City of St. Marys. He is also a partner in the law firm of Noble, Montague and Moul. He is a graduate of St. Marys Memorial High School (2005), Wright State University (B.A. 2008), University of Cincinnati (M.A. 2009), and the Ohio Northern University Pettit College of Law (J.D. 2013). Prior to being elected to his current position, Mr. Ferrall served as Assistant Law Director from 2014-2019.

The law director attends all meetings of the council and many other city bodies. He oversees the preparation of legislation for the council's consideration and acts as the general legal advisor to the municipality. Auglaize County has a County Municipal Court and the St. Marys Law Director serves as prosecutor for cases filed under city code by the municipal police department. Over his career, Mr. Ferrall has represented the City of St. Marys for various legal actions in local and appellate courts. As part of his duties prescribed by law, Mr. Ferrall is the statutory legal counsel for the St. Marys Board of Education.

Kraig E Noble serves as Assistant Law Director of the City of St. Marys. He also engages in private practice as a partner with the law firm of Noble, Montague, and Moul, LLC. Mr. Noble assists the law director in the performance of his duties by attending meetings in his absence and also representing the city in various legal actions before the courts of Ohio. He previously served as the elected Law Director of St. Marys for 40 years from January 1, 1980 to December 31, 2019. On the civil side, Mr. Noble has been involved in economic development matters and other civil law issues including contracts and real estate. He is a member of the Ohio Municipal Attorneys Association and has been active in the Ohio State Bar Association, serving a term on its Board of Governors.

Mr. Noble is a life-long resident of St. Marys, having graduated from St. Marys Memorial High School. He received his undergraduate degree from Ohio Wesleyan University and a law degree from the University of Michigan. He was admitted to the Bar in 1974.
